Eliminates reimbursement by city school districts for charter schools that rent or lease space in private facilities; districts must offer co-location in public school buildings at no cost instead.

Prohibits charter schools from including non-disclosure agreements in employee contracts or as a condition of employment.

Requires the state to pay for any capital improvements mandated for non-charter public schools within buildings where charter schools are co-located, rather than the city school district covering these costs.

Directs the New York City comptroller to conduct annual audits in cities with populations of one million or more, including audits of matching funds spent on charter schools.

Takes effect immediately upon enactment.
