Creates a zero-emission vehicles rebate program within a state authority to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution.

Provides rebates up to $2,000 at point of sale for eligible used or previously owned zero-emission vehicles purchased from storefront or online retailers by both individual and institutional/commercial applicants.

Allocates rebates on a first-come, first-served basis determined by application receipt date, with total annual rebates not exceeding available fiscal year funding.

Requires the authority to promulgate implementing rules within one year and conduct education and outreach in English and the three most common non-English languages spoken by limited-English proficiency individuals in New York.

Mandates annual reporting to legislative leadership beginning two years after enactment, including funding amounts, number of purchases, rebate distribution, and geographic data; program expires January 1, 2029.
