Requires the Civil Service Commission president to collect and analyze health care claims data by December 1 each year to develop a publicly available hospital pricing report.

Report must include comparative analysis of in-network negotiated rates and out-of-network allowed amounts by hospital facility (identified by name and CMS certification number) for inpatient, outpatient, emergency room, and physician services.

Report shall analyze the top twenty services by volume in each service category and compare rates to Medicare reimbursement amounts under title eighteen of the social security act.

Report must include a five-year trend analysis of hospital pricing and all-plan aggregated yearly spending by hospital facility, while protecting individual insurers' confidential proprietary information.

Report shall be delivered to legislative fiscal committees, health care committee chairs, senate civil service and pensions committee chair, and assembly governmental employees committee chair by December 31 annually, and posted on the department website by January 1.
