Amends Education Law Section 667-c to expand tuition assistance program (TAP) eligibility to part-time students at degree-granting institutions chartered or authorized by the New York state board of regents.

Replaces the previous narrow list of eligible institutions (state university, community colleges, City University of New York, and nonprofit colleges/universities incorporated by regents or legislature) with a broader definition covering all degree-granting institutions chartered or authorized by the board of regents.

Allows part-time students to receive TAP awards if they meet all other program requirements, removing part-time attendance as a barrier to eligibility.

Takes effect immediately upon enactment.
