Authorizes the governor, lieutenant governor, commissioner of general services, secretary of state, comptroller, attorney general, and members of the legislature to visit any facility designated by the mental health commissioner for care and treatment at their discretion.

Requires these authorized visitors to make a concerted effort to notify the facility director as soon as practicable before visiting.

Permits facility directors to deny visits if they determine the visit would interfere with regularly scheduled therapeutic activities or impact the facility's ability to be managed.

Prohibits any other persons not otherwise authorized by law from entering mental health facilities except by commissioner authority under prescribed regulations.

Takes effect 90 days after becoming law.
