Requires the New York City Department of Education to employ at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a NYC Department of Education employee who has received substance abuse training through the New York State Office of Addiction Services and Supports.

Allocates $42,553,000 in funding to the NYC Department of Education for school-operated substance abuse prevention programs provided by the prevention and intervention personnel.

Renames the "Office of Alcoholism and Substance Abuse" to the "Office of Addiction Services and Supports" in the Department of Mental Hygiene.

Takes effect immediately upon enactment.
