Grants Peter Guarino retroactive membership in the New York State Teachers' Retirement System with Tier IV status, with membership effective June 13, 2008, when he began employment as a substitute teacher with the Lansing, Newfield, and Ithaca city school districts.

Requires Guarino to file an application with the head of the New York State Teachers' Retirement System within one year of the effective date of this act to receive the reclassification.

Reclassifies Guarino from his current Tier 5 member status to Tier 4 status based on his earlier employment start date, despite not being enrolled in the system at that time.

Estimated fiscal cost of $81,600 in present value of liabilities to be borne by employers participating in the New York State Teachers' Retirement System.

Takes effect immediately upon enactment.
