Eliminates existing restrictions on absentee voting and allows any registered voter to vote by absentee ballot without needing to meet specific eligibility criteria such as absence from county or illness/disability.

Requires voters who file an absentee ballot application to vote by mail instead of in person.

Maintains the deadline of the fifteenth day before an election for mail-in absentee ballot applications, and the day of the election for in-person ballot delivery applications.

Permits any registered voter to apply for permanent absentee voter status, eliminating the current requirement that only voters claiming permanent illness or disability can do so; voters with this status automatically receive ballots for all future elections.

Takes effect immediately upon enactment.
