Establishes a task force to examine the feasibility of creating a state-funded SNAP program ("Food for All NY") that would cover undocumented families currently excluded from federal SNAP benefits.

Task force must gather data on undocumented populations in New York, including their number, demographics, hunger rates, tax contributions, and the number of children living with undocumented parents.

Task force shall convene stakeholders including immigrant rights groups, anti-hunger organizations, food security advocates, research experts, government agencies, and local officials to inform program design.

Task force must analyze different program models, estimate administrative costs and economic impact, and develop an implementation and outreach plan addressing language access and data privacy concerns.

Task force must submit findings and policy recommendations to the governor and legislature no later than one year after the bill's effective date.
