Amends County Law by adding Section 325-a to establish definitions and requirements for next generation 911 systems using emergency services internet protocol networks (ESINet)

Defines "next generation 911 system, an emergency services internet protocol network (ESINet)" as technology enabling the public to reach public safety answering points (PSAPs) by dialing, texting, or sending SMS to 911 or through other technological means

Defines "next generation 911 system provider" as any entity that provides next generation or IP-enabled 911 system to a PSAP

Requires the state to offer a statewide ESINet available for connection to local PSAPs, subject to appropriations

Takes effect immediately upon enactment
