Requires the New York State Board of Regents to hold at least two meetings per calendar year in a city with a population of one million or more (New York City).

Mandates that Regents announce meeting location, time, and agenda at least three weeks in advance on the Regents' public website and the NYC Department of Education website.

Requires the NYC Department of Education to inform parent education advocates, teachers, principals, and school administrators of scheduled Regents meetings held in cities with populations over one million.

Allocates a minimum of 30 minutes for public comment on agenda topics before any board or committee action takes place at meetings held in cities with populations over one million.

Requires all committee meetings of the Regents to be webcast in the same manner as general board meetings.
