Amends Section 58-a of the Civil Service Law to allow cities with a population of one million or more to establish point credits on open competitive firefighter examinations based on applicant residency.

Permits cities to determine the eligibility criteria for the residency-based point credit through local law.

Allows these provisions to override other existing state, general, special, or local laws.

Takes effect immediately upon enactment.
