Amends the Real Property Tax Law to require entities making payments in lieu of taxes to notify the relevant agency, county, town, village, city, or school district at least forty-five days before filing for a change of assessment.

Exempts cities with a population of one million or more from the notification requirement.

Applies to persons, firms, partnerships, corporations, limited liability companies, and other business entities.

Takes effect immediately upon enactment.
