Requires physicians, physician assistants, and nurses to complete two hours of biennial diversity, inclusion, and elimination of bias training to maintain their licenses in good standing, beginning one year after the law's effective date.

Training courses must be taught by instructors who are representative of New York's diverse healthcare population and possess academic training or prior experience in diversity, inclusion, and bias elimination.

Training must cover implicit and explicit bias, equal access to medical care, serving diverse populations, actionable steps to recognize personal biases, historical context for biases, and strategies to address healthcare disparities based on race, ethnicity, gender identity, sexual orientation, age, and socioeconomic status.

Training content includes administration of implicit association tests to increase awareness of unconscious biases and examples of how bias affects medical professionals' perceptions and decisions, resulting in disparities in healthcare access and treatment.

The act takes effect January 1 following the date of enactment.
