Requires the New York State Energy Research and Development Authority to prepare a report with recommendations for establishing microgrids to protect critical facilities in the state, in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services.

Defines "microgrid" as interconnected loads and distributed energy resources within defined electrical boundaries that operate as a controllable entity and can connect or disconnect from the grid to function in grid-connected or island mode.

Directs recommendations to address whether microgrids should be established at hospitals, first responder headquarters, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical facilities.

Requires recommendations to identify geographic priority areas based on prior severe storm damage and consideration of disadvantaged communities as defined in environmental conservation law.

Requires the authority to submit final report recommendations to the governor, temporary president of the senate, and speaker of the assembly within one year of the act's effective date.
