Establishes a three-year pilot program administered by the commissioner to create an assistance hotline for individuals with intellectual and developmental disabilities and complex behavioral needs

Hotline operates 24 hours a day, seven days a week via toll-free telephone number and video relay service or other technology accessible to deaf, hard of hearing, and speech-disabled individuals

Hotline provides assistance with accessing services, referrals to services, and general information, available to individuals or their parents and guardians

Hotline must be accessible in English and the six most common non-English languages spoken by limited-English proficiency speakers in New York state based on recent census data

Commissioner must submit a report to the governor, speaker of the assembly, and temporary president of the senate evaluating the pilot program's effectiveness by its conclusion
