Authorizes the Town of Brookhaven to discontinue 0.91 acres of parkland in Mastic Beach (Lots 3414-3418, 3421-3427, and 3440-3448) for construction of a wet retention pond for municipal drainage purposes.

Requires the Town of Brookhaven to dedicate 2.3 acres of replacement parkland in East Moriches (Lots 11-61 in Block 7 of Ridgewood By The Sea, Section One) before the original parkland can be alienated.

If the fair market value of the replacement parkland is less than the original parkland, the Town must dedicate the difference in value toward acquiring additional parklands or making capital improvements to existing park and recreational facilities.

Requires the Town to comply with all federal requirements and obtain approval from the Secretary of the Interior if federal funding was used for the original parkland's purchase, maintenance, or improvement.

Takes effect immediately upon enactment.
