Enacts the "Voter Registration Integrity Act" requiring first-time voter registration applicants to provide documentation of New York residency plus proof of U.S. citizenship.

Requires citizenship documentation consisting of an original or certified birth certificate, valid U.S. passport, certificate of naturalization or citizenship, or other documentation the board of elections determines establishes U.S. citizenship.

Applies citizenship documentation requirements to both initial voter registrations (section 5-a) and existing registration procedures under section 5-210 subdivision 5.

Takes effect 60 days after becoming law, with authority for boards of elections to promulgate necessary rules and regulations immediately upon enactment.
