Expands the purposes of the State Insurance Fund to include offering title insurance policies and certificates of clear title as defined under insurance law section 6401(b)

Creates a separate "title insurance fund" within the State Insurance Fund to hold premiums, securities, and interest earned from title insurance operations

Directs the superintendent of financial services to establish a title insurance bureau within the insurance department to implement the title insurance program

Authorizes the superintendent of financial services to prescribe, amend, and withdraw rules and regulations to implement the title insurance provisions

Takes effect immediately upon enactment
