Removes restrictions on voter identification requirements by eliminating the limitation to voters who registered by mail after January 1, 2003 and have never voted in a federal election, making identification requirements apply uniformly to all voters.

Expands acceptable forms of government-issued identification to include driver's licenses, passports, educational institution IDs, military IDs, government medical cards, and newly created New York state voter identification cards, removing the previous requirement for photo identification specifically.

Establishes a new voter identification card program requiring the state board of elections to issue free identification cards to registered voters containing their name, address, political party affiliation, voter status, and signature, with optional photograph capability.

Creates a fail-safe voting provision allowing voters without current government-issued identification to cast affidavit ballots (in-person) or absentee ballots (by mail) if they produce valid identification to the local board of elections within seven days of voting.

Requires absentee ballot envelopes to include a copy of government-issued identification and designates missing identification as a curable defect in ballot processing.
