Requires all elementary and secondary schools to establish peer-to-peer mentoring programs addressing the implications of drug abuse.

Schools must provide resources, information, and counseling related to drug and substance use to support these mentoring programs.

Outside organizations may provide the required resources, information, and counseling if schools do not supply them internally.

All materials provided must be age-appropriate for school-age children.

Effective immediately upon enactment.
