Modifies the calculation method for allowable cost increases in annual extensions of school transportation and maintenance contracts, specifying the twelve-month period must end on December 31st immediately before the contract extension begins.

Permits school districts to increase contract extension payments by an amount not exceeding the regional consumer price index (CPI-U) increase for the N.Y., N.Y.-Northeastern, N.J. area during the specified twelve-month period.

Maintains the commissioner's authority to reject contract extensions beyond the initial term if the proposed amount fails to reflect any decrease in the regional consumer price index during the preceding period.

Retains the commissioner's power to reject extensions after ten years from the date transportation or maintenance service commenced if deemed not in the district's best interests.
