Allows teachers with a minimum of two years of teaching experience in another state to teach in New York while completing state-specific certification or licensure requirements.

Requires out-of-state licensed teachers to complete all necessary New York state-specific requirements within one year from the date they commence teaching in New York.

Prohibits teachers from continuing to teach in New York if they fail to complete required state-specific requirements within the one-year period until those requirements are fulfilled and proof is provided to the Department of Education.

Directs the Commissioner of Education to promulgate rules and regulations necessary to implement this provision.

Takes effect immediately upon enactment.
