Establishes a 21-month pilot program providing monthly cash allowances to low-income families during the last three months of pregnancy and first 18 months of a child's life.

Provides $1,000 per month for the final three months of pregnancy and first nine months of child's life, then $500 per month for the remaining nine months.

Targets 15,000 eligible families with income below 200% of the federal poverty line, with 10,000 participants in cities with populations of 140,000 or more and 5,000 in rural areas.

Exempts MILC allowance income from counting toward supplemental nutrition assistance program (SNAP) eligibility determinations.

Requires the department to conduct monthly surveys and submit an interim report by month 18 and a final report within 12 months of program completion.
