Amends the definition of "employee" under New York's minimum wage law to include outside salespersons who are contractually bound to an employer as captive salespersons, solicitors, agents, vendors, or other representatives.

Changes the existing exemption for outside "salesman" to exclude only those salespersons who are not contractually bound to any person, firm, corporation, or other entity.

Expands minimum wage protections to captive salespersons who were previously excluded from employee status.

Takes effect on January 1st following the date the bill becomes law.
