Expands the definition of "reproductive health services" to include all medical, surgical, psychiatric, therapeutic, mental health, behavioral health, diagnostic, preventative, rehabilitative, supportive, counseling, referral, prescribing, and dispensing services relating to the human reproductive system, including pregnancy, assisted reproduction, contraception, miscarriage management, and termination of pregnancy including self-managed terminations.

Adds "gender-affirming care" as a protected service, defined as any type of care provided to affirm an individual's gender identity or gender expression, excluding surgical interventions on minors with sex characteristic variations that are not sought and initiated by the individual patient.

Prohibits the performance, recommendation, or provision of reproductive health services or gender-affirming care by health care practitioners acting within their lawful scope of practice from constituting professional misconduct, even when provided to patients residing in states where such services are illegal.

Prevents New York licensing boards from charging, investigating, or disciplining health care practitioners solely based on providing reproductive health services or gender-affirming care to out-of-state patients where such services are illegal in the patient's home state.

Clarifies that applicants denied licensure in other jurisdictions solely for providing reproductive health services or gender-affirming care cannot be denied New York licensure unless such conduct would constitute professional misconduct in New York.
