Prohibits municipalities (counties, cities, towns, villages) from using municipal funds or resources to construct new immigration detention facilities or expand existing ones without prior legislative approval.

Bars municipalities from seeking or accepting grants, state/federal funds, or donations to support immigration detention facilities, and prevents them from sharing resources with U.S. Immigration and Customs Enforcement or using local jail beds for immigration detention without legislative approval.

Prevents municipalities without existing immigration detention contracts from entering new contracts to detain noncitizens, and prohibits municipalities with current contracts from renewing or modifying them to expand the maximum number of detention beds.

Requires municipalities to obtain legislative approval before approving deeds, documents, permits, or property transfers for private corporations to house or detain noncitizens for civil immigration proceedings.

Establishes a Committee on Immigration Detention Oversight composed of six members appointed by the governor, attorney general, comptroller, secretary of state, senate president, and assembly speaker to conduct annual reviews of existing detention facilities and ensure compliance with federal national standards.
