Amends Executive Law Section 378 to require high-rise buildings to establish and maintain emergency evacuation plans that address the needs of individuals with disabilities, developed in consultation with the independent agency described in section 558.

Mandates emergency evacuation plans include procedures for evacuating individuals with disabilities, a maintained list of individuals requiring assistance, notification mechanisms for occupants, posted emergency contact information on each floor, identification of evacuation assistance devices, and designated areas of rescue with proper signage.

Requires emergency evacuation plans be available in large-print (18-point font or larger), Braille (Grade II), and alternative formats upon request, and be made available to law enforcement, fire safety personnel, employees, tenants, and guests.

Requires building owners to file emergency evacuation plans with the Department of State within one year of the effective date and annually thereafter, and to update plans annually with notice provided to occupants.

Establishes a civil penalty of up to $500 for knowing failure to comply; exempts high-rise buildings in municipalities with populations over one million that already have ordinances establishing emergency evacuation procedures for people with disabilities.
