Requires the Public Service Commission to establish standards for advanced metering infrastructure (AMI) devices, including compliance with FCC radio frequency emission standards, ANSI meter accuracy specifications, and data encryption protections for customer information.

Defines two types of AMI devices: one-way smart meters (using various communication systems to transmit usage data for billing) and two-way smart meters (capable of real-time communication of pricing and usage data between utilities and customers).

Grants customers the right to decline installation of two-way smart meters at no penalty, fee, or service charge, and requires utilities to provide written notice at least 90 days before scheduled installation.

Allows customers to request removal of an installed two-way smart meter within 365 days at no cost, with the commission authorized to set a removal fee for requests made after the 365-day period.
