Establishes a new Office of the State Code Enforcement Ombudsperson within the Department of State Division of Building Standards and Codes to investigate and resolve complaints related to local code enforcement programs.

Grants the ombudsperson authority to inspect local government code enforcement programs without prior notice, access all records, and compel cooperation from local staff during investigations.

Requires the ombudsperson to submit quarterly reports to the Secretary of State on complaint status, resolution methods, implementation of recommendations, and recommendations for secretary intervention.

Authorizes the Secretary of State to place oversight officials within local governments for up to one year to monitor compliance with minimum code enforcement standards and provide capacity-building assistance.

Requires the ombudsperson to submit annual reports by December 31, 2024, and each year thereafter to the Governor, Secretary of State, and Legislature detailing office activities, complaint data, problems experienced, and recommended legislation; effective 180 days after enactment (60 days for oversight provisions).
