Requires ballot proposals to include an official title (the proposal number), a descriptive title (50-word summary prepared by the Secretary of State and approved by the Attorney General), and clear statements explaining the effect of voting "yes" or "no"

Mandates the Secretary of State to create and distribute ballot publicity pamphlets containing the full text of proposals, arguments for and against, and fiscal impact analyses submitted by the Governor, Attorney General, and legislative leaders

Requires mailing one copy of the publicity pamphlet to every household with a registered voter before absentee ballots are sent out, with an option for voters to receive it by email instead

Establishes public hearings on ballot measures to be held in regions across the state before early voting begins, allowing proponents, opponents, and the public to provide testimony and receive information on fiscal impacts

Takes effect on December 1 following enactment
