Prohibits homeowners' associations from adopting or enforcing rules that effectively prohibit or impose unreasonable limitations on installation or maintenance of low impact landscaping on residential property.

Defines low impact landscaping as pollinator gardens, rain gardens, habitat gardens designed to attract native wildlife, or natural gardening using plants native to New York State.

Voids any existing deed restrictions, covenants, bylaws, or other property instruments that effectively prohibit low impact landscaping as contrary to public policy.

Allows homeowners' associations to restrict low impact landscaping only on common property or when landscaping is not reasonably maintained or poses public safety risks or encroachment concerns.

Requires homeowners' associations to provide written denial explanations with specific examples if rejecting a homeowner's low impact landscaping installation request.
