Authorizes the New York Governor to present a "Campaign Medal for Service" military decoration to eligible service members who served in Iraq.

Eligibility requires being a current or former New York State citizen who served on active duty in Iraq with the U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, or Coast Guard).

Limits each person to receiving only one campaign medal, with additional recognitions represented by ribbons of colors and designs selected by the Division of Military Affairs.

Requires all service following medal receipt to be honorable; if the recipient dies during or after receiving the medal, it shall be presented to their designated representative.

Takes effect immediately upon enactment.
