Establishes a competitive program to promote private sector investment in at least one gigawatt of installed capacity of zero emissions energy systems using technologies operationally capable by 2030.

Requires the Public Service Commission to determine eligible zero emissions technologies and establish the program within one year, with implementation beginning within two years of the law's effective date.

Mandates that zero emissions energy systems subject to the program commence commercial operation by 2030 and work toward meeting the state's goal of zero emissions statewide electrical demand by 2040.

Allows the Commission to temporarily modify program obligations if it finds the program impedes safe and adequate electric services, impairs obligations and agreements, or causes significant increases in service arrears or disconnections.

Requires the Commission to conduct comprehensive reviews of the program within three years and every two years thereafter to assess progress in deploying zero emissions energy systems.
