Allows members employed by the Office of Mental Health holding titles of security hospital treatment assistant (and related positions) a one-time election to choose coverage under either an Age-55 plan or a 25-year service plan.

Makes such elections irrevocable once filed with the comptroller, and members forfeiting their current plan lose all associated rights and privileges.

Removes the one-year deadline from employment currently required for these employees, providing them an extended window to make their election.

Estimated fiscal impact includes approximately $2.4 million in increased annual state contributions for fiscal year 2025, plus a one-time past service cost of approximately $22.1 million.

Contains a sunset provision expiring 180 days after the bill becomes law.
