Allows veterans to request and receive leave of absence from their employer on Veterans Day (November 11th), unless the employer determines the absence would impose undue hardship on business operations.

Requires employers to have received written documentation identifying the employee as a veteran on or before October 15th of the same year leave is requested.

Leave may be unpaid excused leave for employees subject to overtime provisions, or may be charged against other accrued leave at the employee's discretion.

Defines "veteran" as a member of the U.S. Armed Forces who was honorably discharged, is a U.S. citizen or lawfully admitted permanent resident, and is a New York state resident.

Does not apply to individuals covered by section 63 of the public officers law and does not diminish rights under collective bargaining agreements.
