Adds Education Law Section 6511-a to authorize suspension of professional licenses for licensees who fail to comply with court orders related to paternity or child support proceedings or who are in arrears on child support or combined child and spousal support.

Requires the Department of Education to initiate a hearing within 20-30 days of receiving a court order for arrears, with the sole purpose of determining whether full payment of established arrears has been made.

Mandates automatic license suspension if a licensee fails to present proof of payment at the hearing, with suspension lifted only upon court or support collection unit notice that all arrears have been paid.

Requires license suspension within 60 days for licensees who fail to comply with summons, subpoena, or warrant in paternity or child support proceedings, unless the court terminates its suspension order.

Applies these provisions to all child support and spousal support obligations issued under the Domestic Relations Law or Family Court Act, superseding all other requirements of the Education Law.
