Authorizes data use for developing economic development strategies, land use planning, environmental impact analysis, evaluating employment trends, and monitoring tax revenue and worker flows by industry and neighborhood.

Adds procedural requirements including electronic posting of disclosure request conditions, standard application forms, and timelines requiring commissioner decisions within 20-30 business days.

Requires written approval or denial of disclosure requests with reasons provided for denials, and establishes guidelines for data-sharing agreements consistent with federal regulations.
