Grants public officers and employees of the state, counties, community colleges, public authorities, public benefit corporations, BOCES, vocational boards, school districts, municipalities, and public employers in the state and teachers' retirement systems up to 8 hours of annual paid leave to volunteer as poll workers during local, national, or primary elections.

Designates the entire leave period as excused leave that does not count against any other leave time the employee is entitled to receive.

Authorizes the civil service commission to establish guidelines for notice, request approval, and documentation requirements for poll worker leave.

Preserves all existing employee and employer rights under law, regulations, and collective bargaining agreements, ensuring the bill does not diminish collective bargaining protections.

Takes effect immediately upon enactment.
