Establishes a 16-member task force within the Department of Labor to promote competitive integrated employment for people with disabilities, appointed by the governor with representation from state agencies, labor organizations, business community, and individuals with disabilities.

Task force members serve 3-year terms without compensation but receive reimbursement for necessary expenses, with the Department of Labor representative serving as chair.

Requires the task force to meet at least quarterly and study unemployment and underemployment among individuals with disabilities, review relevant state and federal programs, and examine strategies to increase competitive integrated employment.

Directs the task force to ensure state government serves as a model employer of individuals with disabilities and to coordinate efforts to expand recruitment, hiring, and retention of workers with disabilities in state and local government agencies.

Requires the task force to submit a report to the governor, senate temporary president, and assembly speaker no later than two years after member appointments with recommendations on increasing competitive integrated employment for individuals with disabilities.
