Defines "peaker plant electric generating facility" as a major electric generating facility burning coal, oil, diesel, or natural gas that operated less than 15% of the year during at least two years between 2012-2022

Directs the Public Service Commission and New York State Energy Research and Development Authority to jointly conduct a study of peaker plants on Long Island, including the number of facilities, how many are necessary, and how to reduce their numbers

Authorizes the agencies to conduct hearings and take written testimony as needed to thoroughly analyze peaker plant issues on Long Island

Requires the agencies to issue a final report no later than one year after the act's effective date to the Governor, legislative leaders, and energy committee chairs, with a copy posted on the agencies' website

Act takes effect immediately and expires two years after the effective date
