Establishes the Nurse Licensure Compact in New York Education Law Article 170, allowing nurses licensed in one party state to practice in other party states under a multistate licensure privilege.

Authorizes registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to obtain multistate licenses from their home state that are recognized across all participating states.

Creates the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, establish uniform rules, maintain a coordinated licensure information system, and coordinate enforcement of nurse discipline across party states.

Requires applicants for multistate licenses to meet uniform qualifications including NCLEX examination passage, criminal background checks, valid Social Security numbers, and absence of certain felony or nursing-related misdemeanor convictions.

Becomes effective upon legislative enactment by at least 26 states, with the compact allowing nurses to hold only one multistate license at a time and requiring compliance with practice laws in the state where patient care is provided.
