Removes restrictions that previously barred individuals convicted of violent felonies, sex offenses, and drug offenses from participating in work release programs.

Expands eligibility for homicide and assault offenders to participate in temporary release programs if they can demonstrate they were victims of substantial abuse by the victim and such abuse was a substantial factor in committing the offense; extends eligibility window from two years to four years for these individuals.

Maintains ineligibility for work release for individuals convicted of aggravated murder, first-degree murder, rape offenses, sexual abuse offenses, sex trafficking, terrorism offenses, and related attempts or conspiracies.

Requires commissioners to consider all potential credits and reductions, including merit time and good behavior allowances, when calculating parole eligibility dates for temporary release determination purposes.

Takes effect immediately with certain provisions subject to expiration dates tied to existing law sunset provisions.
