Creates a temporary state commission of 14 members to study and make recommendations on causes and consequences of violence in state correctional facilities, with emphasis on changes in violence levels.

Commission membership includes the DOCCS commissioner (chair), Office of Mental Health commissioner, three union presidents (correctional officers, lieutenants, professional employees), John Jay College president, and representatives from the Correctional Association of New York and Prisoner's Legal Services, plus six members appointed by the governor, senate president, and assembly speaker.

Grants commission members unrestricted access to all state correctional facilities and unredacted documents, with confidential materials subject to state and federal privacy protections and required destruction upon expiration.

Requires the commission to submit a final report with findings and recommendations to the governor, legislature leaders, and relevant committee chairpersons no later than two years after the effective date.

The commission expires and is repealed two years after the act takes effect.
