Authorizes Gabriel Bonilla, a former Dobbs Ferry police officer (employed December 2005 - March 20, 2011), to participate in the special twenty-year retirement plan under section 384-d of the Retirement and Social Security Law, retroactively crediting his service with the village.

Requires Dobbs Ferry to file a resolution with the state comptroller within one year of the act's effective date, certifying that Bonilla's failure to timely apply for the plan was not due to his own negligence.

Permits Bonilla to elect coverage under the twenty-year retirement plan by filing a request with the state comptroller within one year of the act's effective date, entitling him to all associated rights and benefits.

Places all costs of implementing the act on the village of Dobbs Ferry, estimated at approximately $114,000 as a one-time payment by February 1, 2024.

Takes effect immediately upon enactment.
