Creates the New York state criminal justice commission on women's reentry to study issues affecting women released from state and local correctional facilities, including relevant statutes, regulations, and existing programs.

Commission shall investigate factors impeding successful reintegration, analyze existing policies, identify obstacles, and examine challenges in physical and mental health care, housing, employment, education, family reunification, domestic and sexual violence, legal assistance, and parole coordination.

Commission consists of 18 members including representatives from criminal justice advocacy organizations, domestic violence services, reentry service providers, mental health and substance use treatment organizations, and heads of relevant state departments and agencies.

Commission shall conduct studies, inquiries, and surveys; hold public and private hearings; and request data and assistance from courts and state agencies.

Commission must submit a report with findings and legislative recommendations to the governor and legislature within 18 months, and the act expires and is repealed two years after it becomes law.
