Creates a voluntary statewide program providing universal newborn nurse home visiting services delivered by registered nurses to families with newborns up to six months old in their homes, designed to improve child health, development, family economic self-sufficiency, maternal health, and reduce child mistreatment and family violence.

Requires all health insurance policies and group policies in New York to cover universal newborn nurse home visiting services without cost-sharing, coinsurance, or deductibles, with services offered in every community statewide.

Mandates insurers notify enrollees annually and whenever a newborn is added to coverage about available universal newborn nurse home visiting services, with participation voluntary and no penalties for declining services.

Allows the Department of Health to request a federal waiver under 42 U.S.C. 18052 to obtain federal funding for program costs and requires insurers to report claims data to monitor service provision.

Takes effect 90 days after enactment and applies to policies issued, delivered, renewed, or modified on or after the effective date.
