Establishes a special fund called the "city of New York education fund" under joint custody of the mayor of New York City and the commissioner of taxation and finance.

Funds the education fund through an additional one percent imposition on real property taxes across all classes in cities with a population of one million or more.

Directs fund moneys to support education programs in conjunction with moneys provided through the city's budget.

Requires fund moneys to be kept separately and not commingled with any other moneys in the city's custody.

Takes effect on April 1 following the date the act becomes law.
