Requires SUNY trustees to adopt a policy mandating hiring of full-time energy management, materials (waste) management, and sustainability education and engagement employees at each SUNY college and university, excluding community colleges.

SUNY staffing requirements based on campus enrollment: less than 4,000 students requires one full-time employee per functional area; 4,000-11,999 students requires one full-time and one half-time employee per area; 12,000-24,999 students requires two full-time employees per area; 25,000+ students requires two full-time and one half-time employee per area.

Requires CUNY Board of Trustees to adopt similar staffing policy for all CUNY institutions with the same three functional areas and enrollment-based staffing tiers, though allowing partial assignments (at least 50 percent) for larger campuses.

Takes effect immediately upon enactment.
