Removes the age 50 requirement for Triborough Bridge and Tunnel Authority (TBTA) members to qualify for service retirement, allowing retirement after 20 years of credited service regardless of age.

Modifies vesting benefits for discontinued members with 5-19 years of service: Tier 4 members become eligible at 20 years of service (without age requirement), while Tier 6 members continue to receive benefits at age 63.

Expands the list of TBTA peace officers covered under Criminal Procedure Law from "bridge and tunnel officers, sergeants and lieutenants" to include "captains, inspectors, deputy chiefs, assistant chiefs, and chiefs."

Requires the TBTA to elect by resolution within 120 days of enactment to provide the retirement incentive; if not elected, the law is automatically repealed.

Increases annual employer contributions to the New York City Employees' Retirement System by approximately $1.7 million and unfunded accrued liability by approximately $7.0 million.
